Gas starvation... The partially full filter is a sure sign.
Look for blockage where the fuel line joins the cross pipe.
In my Alpines its always been black slivers of the orginal
tank inside coating.

If you haven't cleaned and coated the fuel tanks by now it is well
past due.  Otherwise it could be some solid crud in with the 
last fuel.
