Jim,
Either you have one of those new "intermittent windshield wiper" control
boxes (See article on "Restoration Tips", or your ever-loving Lucas
switch has been cursed by the "Prince of Darkness".
Two things wrong.
1) You probably do NOT have the intermittent wiper control (really nice)
2) Lucas is NOT the "Prince of Darkness", that is Lucifer. Lucas is the
"Princeling of Intermittent Light" ;-)
Anyway, the wiring of the switch, the switch itself, or the auto shutoff
inside the wiper might be your problem.
