Chris, the knobs are a slip fit.  Take something like a small nail 
puller, or door tool, and fit behind, and pull towards you.  Off they 
come.  You could spray a little WD-40 on first, and let it sit for a while.

I put pea gravel and "Shake, Not Stir" with water in side.  This gets 
the loose paint and crud out, then wash really well. dry, and coat with 
any number of gas tank coatings available.
