Funny thing though, is that the VIN tampering laws are intended to
combat tag switching as a means of masking auto theft. The intent had
nothing to do with the relatively inconsequential activity of removal
and replacement of tags as part of a car restoration, or the practice
of doing rebodies of cars too far gone to use as is. (I ref the high
dollar classics that are built from little more than a chassis or
engine block).
