John---The float bowl (6) screws need to be removed from the bottom
side. the plug is held in by a barbed connection. These barbs need to be
squeezed towards the center so the plug can come out the bottom.

I'm not sure why the leak would be greater with  near-full tank. The
float needle should control the level.
