Some were purchased by military personnel serving overseas and brought back 
at the end of their tour. Some were brought over by foreign nationals 
(students, diplomats, etc.) and later sold. Some cars were converted. Most 
of the loopholes were closed years ago but the cars that slipped through 
them are still here.

My TR6 PI has passed annual emissions tests in Pennsylvania and Illinois.

Some residents of California have to contend with tougher enforcement which 
includes a visual check for the original emissions equipment. I believe 
cars built up to 1973 are exempt from this check. California is the only 
state allowed to impose it's own environmental regulations because their 
agency pre-dates the Federal EPA.

I'm pretty sure Federal regulations allow cars that are more than 25 years 
old to be imported even if they do not meet USA standards. I'm also sure 
any self respecting bureaucrat could find a way to make it difficult. ;{)
