Whether it is the exact same process and materials I don't know.  But the
objective is the same.  There are many hi-temp coating shops, Jet-Hot being
the largest.  Another is Airborn Coatings:

Yes, heat and sound are two main reasons.  It also increases the exit
velocity of the exhaust gases thus improving the scavenging effect in the
cylinders by reducing turbulence and drag of the gases.  Do your
intermediate pipe as well if the budget allows it.

Since Jet-Hot warrantees any new part from rust-through for the life of the
part I'm not sure stainless is an absolute necessity.  Not to say there
isn't another advantage to stainless, but with a lifetime warranty from rust
it seems the main reason for going stainless is lessened.
