The answer to your question "depends". Small spills can be cleaned fairly
easily with stronger detergents. I used to use the citrus based floor
cleaners with excellent results.

However, if your drips are large and long-standing, you'll have to
re-treat several times to get the stuff off the surface, but you'll never
get it all because cement is porous and the oil and grease seeps into the
concrete.

Most of the do-it-yourself floor kits have you etch the floor with
muriatic acid (just like in your house when you install tiles) to get some
"tooth" for the paint. Once that process is over, paint away!
