Having lived in Belgium for many years, the situation there is similar to 
France.

To import, or re-register a car, you need a 'Certificat de Conformite' which 
must be issued by the original manufacturer or importer.

This also makes re-registration following modifications difficult. However, 
Belgium being the way it is, the way can usually be smoothed by a few hundred 
francs discretely folded in with the application documents.

The annual 'Controle Technique'  is similar to the UK's MOT, but is 
unmdertaken by government owned testing stations only. CO is checked, but 
again some allowance is made for older cars.
