Tach Question

With all your tach talk I thought I'd try this one out:

My tach reads +-1000rpm high.  I did switch the car to neg earth and 
put in a alternator but I do believe the tach has been reading wrong 
long before.  Is this a rebuild or replace situation or does anyone 
know how I might fix this?
