As far As I know the brick does not use a resister wire or IVR on the
gauges. The problem sounds as if it may be a bad ground. I'm not sure where
the gauges ground at but they go into the main harness at a 6 prong plug
under the dash. John should know where all the grounds are. the connection
should appear Ok but there will probably be some corrosion that is causing
some resistance. As for the jumpy gas gauge, I believe that was a no cost
option, particularly at lower fuel levels. It can actually catch your eye
and let you know that you need fuel.
