I apologize if this is something that I ought'a know, or if it is a
FASQ (Frequently Asked Stupid Question), but what is the nominal
circumference of a 165-13 tire (tyre)?
How much does this dimension vary from one manufacturer to another?
My rims are marked: "4 1/2J-13" (standard Lotus Elan steel wheels)
Are 165-13 tires the correct size for those wheels?

Nope- this is the SU design of the 30's. My '34 MG has aluminium SU's with
*brass* pistons, and a cap marked something like "Few drops oil weekly".
The oil damper and return spring were introduced in the late 30's or 40's.

This is the case for all SU carbs, and similar designs. (Well, mayby not
the ones from the 1900's, with leather diaphrams. I haven't taken one of
them apart.)

Well, all aren't, but quite a few are. Warning: if you are going to repaint
the inside of your engine, it must be clean, clean, clean, and you need
good paint! Don't want loose paint in your bearings or oil filter.
