Bob:
I put the grommet into the body first. I tried it both ways, but I found it
easier to set the grommet, grease up the filler pipe and rubber with
ArmorAll and push the pipe through while still damp. It was a new grommet
and a tight fit, but the cap end of the pipe will push through if you take
it easy.
