First, ground the wire going to the center of the sensor. This should cause
the gauge to deflect. If so, the problem is in the sensor. Since it is
loose I seriously doubt that it is properly grounded. A common fix is to
attach a wire to the sensor case (a small hose clamp works well) and
securely ground the other end of the wire.
