Hmmph, a jacked-up big tired pickup. I don't know about the laws in CA but
if I were that guy I'd go after the owner and the manufacturer of the
'jack-up' kit. Cars and light trucks have federally prescribed bumper and
light heights and with good reason.

Those jacked-up trucks are a menace as they go over the bumpers and frames
of cars and cause additional damage to everything they hit.

I hope he goes for some deep pockets.
