The operative word in your question is "going" rate.
If you could find someone in your area that does this
type of work, you could probably save a few bucks.
However, I figured it was worth the expense to send it
to Allen Hendrix as he's a Healey guy, has done this
work before, and has had good references on the list.
Here's the breakdown:

Clean, balance, paint silver $75 ea -$150
Turn drum  $20 ea.                     40
Shipping $20 each way                  40
                                Total - 230
If you don't want Hendrix to paint and turn your drums
you could save about $80.  Check his website for
prices.
