Hello,
My BT7 (sold new in Texas then came to CA) had rubber
plugs. The holes did not appear to be drilled after
the car was painted.

As far as my BT7 goes, when it was in bare metal, I
went over the frame ................found no openings
and decided not to drill holes. -There was nothing on
the rails that even hinted at having been welded
