This is a popular (for the fraudulent folks out there) scam that has been  
hitting eBay for some time. Some guys are much more sophisticated that others 
in 
 their approach but all have the same basic scam.  They don't own the  
vehicle, photos and identifications are taken from other sites, sellers ID  are 
stolen or fabricated and they want your down payment. Reporting to the FBI  
fraud 
site is a good idea but unless they can tie together losses more than $50K  or 
so they will not aggressively investigate the theft.
I agree that the registries serve many good purposes.
