Thanks to all who offered their help.  (Including he
who's name dare not be mentioned).  The solution was
to feed a wire (12 gauge solid electrical wire from
Home Depot) from the steering box end up through the
wheel and using electric tape to tape the end of the
directional wire to the feed wire and pull it back
through the steering box.  Worked on the first try!
