David,
It is true that you can take all three carbs off in ten minutes but it
takes a whole lot longer than that to put the third carb near the fire wall
back on (I am sure you know this). And yes, it is easier to center the jet
with the carb off the car.
To center the jets follow the instructions in the workshop manual.
