As you suggest, the fitting of a steering wheel cover doesn't allow the
wheel to be viewed and therefore an assessment is impossible, resulting in a
point loss. It rather falls into the same situation as having the underside
of the car undercoated. An assessment is impossible so point loss would
reflect a "worst case scenario".
