The reason for this arrangement is to back up the screw with the washer 
which has a small I.D. hole but a larger O.D. than the holes in the 
brackets. This allows for some adjustment. The clip snaps into it's hole and 
the screw, backed up by the washer threads into it.

I've never heard of the spring being able to escape it's assembly. It is to 
asist in the effort of winding up of the door glass meachanism in the same 
way as countersprings on a garage door.  It must be preloaded somewhat but I 
don't know how much. Can you tell by the one for the other side?

 As I recall you said the other day you have part of a set of new lines? I'd 
suggest you take in one you already have to match it up.
