Did you make any repairs under the dash just before having this problem? 
Are you sure the solenoid power lead is connected to the correct side of 
the switch?  It would be impossible  for the OD to engage only in 3rd 
and 4th with the OD switch in the normal position, which you say it 
does, without a source of power. Check under the dash for perhaps a wire 
accidently touching the OD power wire. Something under the dash is the 
culprit.
