I had a similar problem in a similar system (Land Rover) a few years ago. 
The problem turned out to be in the adjustment of the end play for the 
master cylinder. There must be some clearance between the clutch actuator 
rod and the end of the cylinder (about 1/16th") or the return valve can be 
held against the port on the end of the cylinder and not allow the fluid 
pressure to be relieved on the slave cylinder.
