Just a thought here. Adjustment of the hand/parking/emergency brake does
not 
begin with the cable.  First adjust the rear shoes per the manual to  
minimize the distance the shoes move to contact the drum. This will fix most
e-brake 
issues. If that adjustment doesn't do the trick for your car, make sure
that 
the e-brake handle bracket is still solidly welded to the frame. If it is,  
than the cable adjustment is in order. There is a fair amount of slop in the

linkage so it may take some trial and error to get it right.
