I'm sure that Kenny is doing an important job to stop fraud and vehicle 
theft but it seems to me that if any CHP officer wanted to catch a lot of 
law breakers in California all he/she would have to do is attend any of the 
many car shows staged around the state each weekend.  Just about every old 
car with the hood up to show off the engine bay will have a VIN plate that 
has been removed at one time or another to paint the firewall or engine bay.
