The reason for the sleeved thermostat is to close off the water  
bypass that is made into the cylinder head. The bypass is there to  
allow the water to circulate when the thermostat is closed. Then when  
the engine is warm the sleeve closes off the bypass thus making all  
the water go thru the radiator.

Also remember the thermostat does not control the high end  
temperature. It is there to get the engine up to operating  
temperature as soon as possible. When the thermostat is open the  
engine temperature is now controlled by the radiator and fan.
