How does the turn signal switch achieve the ground that is illustrated in
the wiring diagram.  None of the 4 wires exiting the end of the steering
column are ground wires.
The reason I ask is because the car in question has an aftermarket steering
wheel.

First check and clean all earth connections, souns a bit like an 
earthing problem somewhere along the line.
Check the connections on your switch using a bulb/battery or ohm/volt 
meter. Do not trust the "experts" without question.
Check the wattage of the bulbs used. If these are not correct ,systems 
may not work properly
