for FREE unscrew their spark plugs and look at the color and condition of
the plugs. Many after market car manuals have a page of pictures that
describe all sorts of maladies based on spark plug appearances.. just saying
that more than one way to skin a cat.

Not experienced with the dip tubes, but I would say put it it like it  
was.  And if you do not have access to a gas analyzer, get one.  They  
are the most accurate for achieving stoichiometry.  Using the manual  
and the rule of thumbs will get you real close.
