As far as I know the restorers/rebuilders of old speedometers have two 
ways of calibration, the tension of the return spring and the degree of 
magnetizing the magnets. Magnets are made from special materials but 
after making them you have to magnetize them, which can be done to 
several degrees. Many older speedo's need to be remagnetized as in time 
the magnets may loose their magnetism and read low, a feat not uncommon 
to SMITHS/Jaeger speedo's.
