Lee,
    The cleaning solutions that one buys may flush the radiator, but they
rarely do much to clean out thick sediment in the block.  They won't do
any harm, but may not resolve a problem internal to the engine. If there
is thick sediment in the block, removal will require that the engine be
taken out of the car to clear the water passages. 
    You mentioned that he had checked timing. Late timing will cause
engines to run hot. Is there a possibility that he used strobe-light
timing without making a correction for the early advancing of the
distributor?  T-series engine timing specs are 0 degrees at TDC, engine
not running, hence best done with a 12v test lamp.   If he is setting to
TF timing specs of  TDC with engine running, he will actually be setting
the timing several degrees late.
    If he wants to use a strobe timing light, he will need to figure out
approx 32 degrees on the crankshaft pulley, then time to that at approx
3000 rpm.
