 The "bulb" you are asking about contains a fine mesh screen which is there to 
separate out fuel droplets.
The theory is that fuel vapour can't  enter the  distributor  (electric spark, 
fuel vapour......you know how it goes).
Both my B's have a piece of vacuum hose between the dizzy and the vac. source. 
One is ported and the other is manifold vacuum.
Aint broke yet !  YRMV
