Gordon...
is your email a 'free' service? Then yes..they have the legal right
to do what ever they want.

If it's a paid service...and they at one time allowed connections
as desired...they  ARE legally obligated to explain the 'cut' in service
OR reduce your cost for services they no longer render. ...which
amounts to the same thing as changing a service policy..they
need to tell you what and why the services have changed.
