Mine was a vacuum leak as well. The spacer was cracked and I hadn't noticed.
I had another on an old manifold and it solved everything once I fiddled
with the idle and mixture again.,

Had the same problem with my carb, turned out to be a vacuum leak where the
top of the carb bolts on. Seems the top was warped from being rebuilt to
many
times. You could get a can of carb cleaner and spray around the outside of
the carb and when you hit the vacuum leak engine rpm should speed up. You
may
need a "new" carb, I was able to get my to seal after several attempts, my 2
