Go to an industrial bearing house and ask for a speedy sleeve with 
the same ID as the axle OD.  This puts a brand new surface on the 
gouged face of the axle and allows the seal to ride on fresh metal.
The sleeve is very thin and is pressed on over the end of the axle.
