[oletrucks] PA Inspection Rules

This might be a question just for the guys in Pennsylvania, but I've 
been told that vehicles in PA must have windshield wipers in order to 
pass inspection.  Does anyone know about an emergency brake?  I wasn't 
planning to have one, but if there has to be one I should work it into 
my plans now.
