 It has a relay. Do not think this is the problem. I have never seen or 
heard of this relay failing. It's hard to get to. On the passenger side up 
under the dash. Drop down the glove box for better access.
 I think it's a switch problem. You can put a better switch in from NAPA. Or 
if your super cheap a P/W switch will also work. I have detailed 
instructions for replacing the factory switch with one from NAPA, including 
the part number of the switch. Let me know if you need them. I think it 
works better and is of a higher quality. About $12 for the new NAPA switch.
