The Certified Calibration certainly sounds like a police package part.  My cop 
cars have all had those speedos (I've owned 5).
Unfortunately, I don't know anything about special service Tauri.  I've have an 
LTD, 3 Mustangs, and a Diplomat (bleck!)  Other
things to look for might be holes that have been patched for antennas and 
lights.  Wiring that has been cut and goes nowhere.  A
build sheet under the (driver's?) carpet, radio delete, repainted car, siren 
cutout or mount under front fascia, and other stuff.

The ignition key you describe is most likely a replacement ignition cylinder.  
When you need to replace the ignition cylinder, you
can order it two different ways.  1) With a key that won't match your other 
keys 2) With a "blank" key that has some notches already
in it.  You need to take your desired key to match to a locksmith and they 
should know what to do.  Or you could leave it as is.
