Frustrations with water choke!

Hi all,

All ideas/ thoughts welcome.

Previous condition:

Spitfire (1980 1500) ran - poorly when cold, poor gas milage when warm - water
choke was missing water hoses and other misc. parts.  

Interim condition:  Fitted manual choke from older Stromberg and new choke cable
- car barely ran. Decided to try water choke again.

Current condition:  Replaced all missing parts on water choke ( hoses, gaskets,
heat insulator, correct bolts and washer.  Car started, ran rough for several
minutes and then stalled.  Would not re-start, but would only fire.  Car is
flooding - plugs are fouled when pulled.  Frustrating!! - all thoughts welcome.
