Yes, I've heard before that it helps to have both sides well and truly flat.
The downpipe is a stainless steel one, fitted brand new only a couple of
months ago, and looks pretty good and flat (although I can't be sure without
using a rule). That still leaves the old and rusty manifold, which may not be
so flat, but removing that to file it down is a bit of a hassle. Then again,
so is replacing the gasket every couple of months...

I had a similar problem on a Dolomite 1500 manifold, with the twin down pipe
set-up, I believe this is similar to what you have, I found that the problem
was a result or the manufacturing process, where the two pipes are welded
round to the flange the heat caused a large amount of distortion of the
flange, causing it to be high in the middle and lower at the edges meaning
that it could not be tightened up properly. The cure was a couple of hours
with a file dressing it flat, from a gasket a month to a gasket for years,
well worth the time with a file!
