I don't know if the timing is correct or not, but you could experiment and 
see if different advance calms the temp down for you.

Also you don't mention system pressure. Does the Midge use a 13 lb cap like 
a Spit?  Have you had the cooling system pressure tested?

Can you roll the fender lip a little rather than downsize the tires?
