cops n tickets

Hear about the guy got caught on a photo radar speeding?  They sent him a
photocopy of his car with date/time stamp and citation.  He faxes a copy of
two $20 bills to the cops.

Gets back a fax picture of a pair of handcuffs.

He paid.
