There's something odd here...

The horn is, I think, protected by the on-all-the-time fuse, along with
hazard lights, the lights that light up when you open the doors, and... not
much else I think.  Now I can never remember which fuse is which, but if the
top one is the one for the horn, then it should not be affected by turning
on the ignition.
