My first guess would be to try a fabric shop, or just the fabric department
of John Lewis. They may well have these sort of metal rings, and if you
can't fit them yourself they might know someone, such as a curtain-maker or
something, who can.
I don't know this is a definite solution, but it might be worth a try if
no-one else comes up with much.
