This is how the SU carb gets an accelerator pump action.  When you
accelerate, the dampers cause the mixture to go temporarily rich, same as an
accelerator pump.  It's not very critical as to viscosity, but later SU's
had heating elements around the dashpot to prevent icing up of the dashpot.
There should be a definite resistance to moving the dashpot, but it should
be smooth and steady.  If you over fill it, the excess just finds it's way
past the dashpot into the engine, so don't worry.
