I have a '66 MkIII Sprite also.  Last year, I removed the dash for 
repainting/recovering and to fix the holes that the DPO had put in.  I 
discovered that the section you are talking about has been spot welded 
into place. I too was interested in removing it so I could get a good 
fit on the dash covering (My dash is covered in black vinyl except for 
the raised portion containing the gauges and switches, which is in 
krinkle paint).
