This sounds like an escape of fluid somewhere. Check inside the rubber
boots on your cylinders for evidence of fluid, starting with the master.
You may have a seal that "relaxes" a bit when not under pressure, but is
still good enough to build pressure back if you hit the pedal a couple
times. Is  the behavior diffferent when the pedal is pressed gently vs
abrubtly? If you don't find any leaks you may still have air trapped
somewhere.
