NJ Smog rules

Good Morning list:

Do any New Jersey listers know where I would find details about new
smog/emissions requirements for older cars?  I believe that the rules were just 
tightened as of this week.

Presumably its on the web somewhere, but the official New Jersey site has been 
painfully slow.  (And I just got a DSL line, too!   :o)
