There's a Fred on the TR list that has powdercoated almost everything 
removeable from his TR4 and loves it.  He is the powdercoat guru of the list.

$100 sounds like a no-lose proposition.

I know Fred does wheels and they wear well.  Sounds like just the thing for 
rusty fenders.
