It's a good way to do the interior surfaces on the tub, but I wouldn't do
the exterior that way. I think powdercaoting can be sanded and polished,
but I don't think you can get the same finish as a high quality spray job.
Keep in mind that  before powdercoating, the surface has to ne media
blasted.
